Steven Napier joined the Anderson Police Department in 1978. He was selected to be a negotiator for the SWAT team and received his initial hostage negotiation training from Captain Frank Bolz, NYPD (ret.) in 1985. Steve has continued to attend negotiations training, is a charter member of IAHCN, and is currently a Central Representative to the Board. He has been involved in multiple negotiations; barricade, suicidal and hostage incidents, with his longest incident a successfully negotiated 18 hour hostage stand-off. He credits the success of APD negotiations to the training and professionalism of their retired and current team members.

Steve is currently assigned to Criminal Investigations, and has held assignments in Patrol and Administration. He is an ILEA certified instructor.

Detective Chester Price is a 23 year veteran of the Indianapolis Police Department and has been a member of the department’s hostage negotiations unit for the last 8 years. He is also the training coordinator for the Indianapolis team, where he develops in service training for the unit. Detective Price is assigned to the investigations division in the Missing Persons Unit, where he is assigned missing persons, child abduction and kidnapping cases and routinely serves as an instructor both for in-service training as well as at the academy with the recruits, teaching missing persons, and response to crisis and hostage situations. Det Price was the 1994 Indianapolis, Marion Co Police officer of the year and in 2006 was named the Special Services officer of the year for his work on the Hostage Negotiations Unit.
